Winter Storm Report - December 23 - 29, 2005

Mr. Mayor, Madam City Administrator and City Council Members:

On Friday, December 23, through Thursday, December 29, 2005 there were intermittent scattered showers with occasional rain brought a cumulative 1.79 inches of rain to Oakland this week.

Call volume throughout the week was light. Public Works’ crews continued preventive maintenance in preparation for the large rain storms scheduled for the coming New Year’s holiday weekend.

In anticipation of the coming storm, the Municipal Service Center and Shepherd Canyon facilities will remain open until 9:00 p.m. Friday, December 30th, and will be open Saturday and Sunday, December 31st and January 1st from 8:00 a.m. until 4:30 p.m. to distribute sand bags and plastic sheeting to Oakland residents.

Location of Problem Areas

  • 1508 Fernwood – large incense cedar fell, disabling high voltage, low voltage and communications lines, and blocking street. Three-person tree crew worked from 12:30 p.m. until 10:00 p.m. to clear tree from public right-of-way and make street safe and passable.

City Facility – Related Service Requests

  • A total of fifteen (15) facilities had storm-related problems; 10 had roof leaks (including one minor roof leak at the Museum), 1 had rainwater blown through louvered windows, 1 had rainwater flowing across basketball court and flooding adjacent private property, 1 had a clogged storm drain, 1 had perimeter drains clogged with silt, and 1 had standing water at a tot-lot. Number of Calls Received
  • 75 Total calls - a detailed listing of these locations is attached for your reference.
  • Fire Alarm – 22 calls were dispatched to the Sewer Standby, General Standby and Trees Standby crews – 19 were dispatched during the holiday weekend, 3 during the regular work week.
  • Call Center – 15 weather-related calls were dispatched during the week.
  • The remainder of the calls were received directly by the Sewer Maintenance, Storm Drain Maintenance, or Tree Sections.

Media Calls

    • Camera crews from KRON, KSTS (Telemundo), and KGO (ABC) filmed and interviewed staff and residents about our sand bag operation. KPIX (CBS) and KNTV (NBC) filmed crews performing storming activities.
    • The Oakland Tribune provided front page coverage of the fallen tree on Fernwood Drive and provided storm preparation information in its Thursday edition.
Dispensed more than 3,000 sandbags.
